The rule in plain English
Within 21 calendar days after the tenant moves out, the landlord must return the deposit, or return the remainder with an itemized statement of deductions. If deductions exceed $125, copies of invoices/receipts must be attached; if repairs can't be finished within 21 days, a good-faith estimate may be used and receipts sent within 14 days after the work is done.

What to put in your letter

Going further
California’s security deposit rules are among the most detailed in the country. Renters often focus on the 21-day clock because it is strict: if your landlord misses it, you may have leverage in negotiations even before court. Keep proof that you sent your forwarding address—email read receipts, certified mail receipts, or a signed copy of your move-out packet. When you write your demand letter, stick to what you know: your move-out date, what was returned, and why any deductions look wrong under normal wear-and-tear standards. If your landlord sent a list but not receipts for large deductions, note that gap calmly in your letter. Many tenants in California resolve deposits after one clear, dated demand without filing suit.
